Killing a dog should never get a man a 2 year jail sentence. That's a pretty sweeping statement. What about a police/military dog being killed in the line of duty while performing lifesaving duties?
We don't know all the facts here, but a judge and jury might look at this guy's methodolgy used in "dispacthing" the dog as a tad bit extreme and consider a punishment that might deter violent tendencies against humans. Remember little Jeffrey Dahmer's relationship with animals.
