Yep, but the "nobody should be able to own property in space" mantra that so many leftist idiots are spouting(especially at the UN) is not helping anything at all. If they really want space exploration to take off then the US should make land grants on the moon available for colonizing; and different countries and private entities can build competing space stations and bases.
