I think NO should be used as a huge landfill. Build it up to 30 feet above sea level, put 10 ft of dirt with buried utilities on top of the landfill, then rebuild.

Fund the entire project with disposal fees.

That sounds like a good idea but I'm wondering if government is smart enough to think of paying for it that way. The way they are talking, the cost sounds outrageous and unrealistic to me. But what do I know? I'm from the North.
