Yeah.
When I was in artillery, apparently to handle some of the materials we worked with on the howitzers, we needed a clearance.
Honestly, I never saw anything that would have required a clearance, but we were also never issued rocket assisted artillery rounds or chemical rounds, so that may be important to keep in mind.
