Is this the Pluto-Express?

It's a successor to the Pluto Express; the window for that mission closed a couple of years ago I think. The idea was (as you probably know) to get to Pluto while its probable atmosphere was still gaseous. As Pluto heads further from the Sun, it will freeze solid.
