No kidding, it happened to me when the eldest was in grade school. We lived in WAY upstate NY at the time and the school's "mandated reporters" got on the phone to the CPS do-gooders instead of calling me to ask why he didn't have a coat on. The simple reason was I was tired of the daily fight and decided to let natural consequences take charge. I figured if he went without his coat for one cold (although it was a relatively warm 40-some-odd degrees) winter day, it would lessen the hassle.

We lived 5 blocks from school and he refused to wear a coat even in the dead of winter. Now granted he was a bit older than 4 but every bit as stubborn. After pulling him out of class so he could tell them how terrible his mommy was only to find out it was HIS choice and then finally calling me and my having to explain my situation and theory to the automatons at CPS, they told me they (well at least the one I talked to, anyway) thought it was a good theory but to go ahead and make him take it anyway to satisfy the $#!+ for brains at the school.

He carried his coat back and forth to school every winter day after that, even when the temps dropped well below freezing, (single digits... negative single digits) the most anyone could do was get him to put his arms in the sleeves where it hung off his torso all the way home.

Turns out his base body temp is somewhere aroud 99.8 and to this day (he's now 24) he never wears more than a light jeans jacket on the coldest of days.

I didn't know people could have temps like that. My daughter (5)almost always is at 99.1 we have been worried about a low level infection for a while, looked, and doc visits to no avail, how'd you figure that out?
