Louisiana is preparing for an epic legal struggle as tens of thousands of homeowners there will soon discover their insurance policies won't cover rebuilding as floods are not covered. Moreover, Federal flood insurance only covers losses up to $250,000.
Otherwise, recovery from KATRINA continues.

George W. Bush has cut precious little spending throughout his terms, it's one of the points of difference I have with the Pres. Taxes yes, spending no.
But the cross-eyed dithering masses will probably fall for it.

Question about your budget:
Is it divided into segments, one for each Agency and a Catch All? Or is it all in one big chunk?

I deal with the information technology portion of the budget, and that is divided into major projects, but otherwise forwarded as one, very large, massive chunk.
I can understand that frustration, but you have to remember there has been some dollar shifting, with additional $ going to projects the Bushies consider to be more important.
There are programs out there who aren't getting increases. (Government employees get a 'step increase' whether they get an actual salary increase or not). Salary and Insurance expenses are charged out to each Agency, and if they don't get an increased appropriation, they need to come up with it out of their existing budget (not a bad thing, just pointing out their Administrators need to make spending adjustments to recoup enough money to fund those increases for employees).
I have a great deal of empathy for anyone involved in writing the federal budget.

LA Times: 10-page Internet hit piece solely focusing on the Federal response to KATRINA, implying that if the Federal Government had acted differently, everything would have been fine. No discussion whatsoever about the painfully evident problems at the state and local (what about those school buses, mayor?--oh, forgot, it's the President's fault you didn't use them because of funding constraints on mass transit that doesn't even affect school bus use) level.
Darn George Bush, I found one of my chickens that went to the big coop in the sky and BUSH did it.

Like Kathleen Blanco, another grossly incompetent liberal hack, this disaster has revealed just how lacking the RAT party in Louisiana has become. Blanco is finished as a politician. If she isn't recalled, impeached, or forced to resign, she'll be thrown out in 2008 for the same reason Mary's political future is on life support: New Orleans will not be the factor in the next couple of election cycles that it usually is because it will take years to rebuild the city, and a lot of those "reliable voters" have left the state. Some will return, but many won't. Without New Orleans to offset the rest of the state, neither one has a chance.
As it is, I think Blank-0 has been reduced to irrelevancy already. Those of us who've known her over the years weren't surprised by the arrogant high-handedness she's put on display for the entire world to see the last couple of weeks. She kept it hidden behind the facade of the concerned hausfrau image she's maintained for her political career. Truth is, she's an arrogant, elitist, clueless snob. Her husband and her entire family are the same way. Louisiana voters prefer their pols to be populists in the mold of Huey Long or Edwin Edwards, or at least down to earth like Mike Foster. Blanco is neither a populist, nor is she from this planet. ;^)

Was out freeping the Sheehan tour last night. They were sans Cindy, sadly, but their choice to hold a peace vigil at a mosque on 9/11 was just a little beyond the pale for me.

Miss Mary wouldn't let Chris Wallace talk. He tried to interupt quite a few times, but when she began talking there was absolutely NO stopping her. Sen. Vitter was given little chance to say anything as Miss Mary took up all the airwave time.
