You could be right, Katrina has dominated the news. Most of the flags up are by those of us that fly in regularly.

Still the 9-11 has competition for attention including Katrina and, around here, the Chiefs.

The gist of which is "decisions can't be made until the disaster strikes, that's why they aren't written in stone." or "We'll (emergency managers" all get together and decide what to do".
