Best Movie-Based-On-A-Video-Game:
Resident Evil - Apocalypse
with a nod of respect to 'Mortal Kombat'.
Worst - That insidiously-bad "Wing Commander"

Wing Commander was pretty bad. Supposed to be set in like, the 26 century or something, and they still have bullets? Even the game, they were almost entirely laser based weapons, with missiles too. And who the heck designed the fighters? What the heck were they smoking? And the fact that it was made by the creator was also embarrassing.
But the worst one, I'm going to say Mario Bros. the movie! Remember that movie? Even that Street Fighter movie was better then this turd. Man, that was bad.
As for Resident Evil - Apocalypse, it's a decent movie for what it is. And certainly WAY better then most game to movies. But still, it was a little too campy for me to consider it great. The Apocalypse battle? Please. I did however like the first movie better since I felt that the first one was less campy. Though it was still cool to see Jill Valentine.
Haven't seen Mortal Kombat, but that one was constantly held up as one of the bet game to movies ever. Granted, there are not a lot of games to movies, but still, compared to the others, probably true.
One movie I can't wait, Silent Hill. From what I have seen and read, that one might actually blow ALL the game to movies away. Right director (okay, I haven't seen his movie, Brotherhood of the Wolves or something, but it was at least critically acclaimed, and fits the atmosphere for a Silent Hill movie), actors that can actually act (one was from that movie, Finding Neverland), and a sets that LOOK like the terrifying game (they use this town in like, Canada. The old cold feeling you get in the game, you get from looking at the pictures of the sets). Granted, like any movie, even with everything else right, they could still screw it up. But of all the game to movies, this one seemed to be the one to look for.
Now, back to the Doom movie, could still be good. The pre-buzz with all this talk of not referencing Hell, monsters created by viruses, and not even set in Mars, kind of killed it, but, if they went back on at least part of it (now set on Mars), then I'll still keep an eye out for it. I'm still skeptical, but so far, I don't see nothing wrong with it (and I don't have a problem if they went for more action rather then horror since, well, never really considered Doom to be scary. At least, not Resident Evil scary. Which was why I didn't completely like the new Resident Evil movies being more action then horror. I still like them though for what they were).
