Manager of the Jury and Naturalization department, Frank Galvan, awarded Brosnan in the usual low-key ceremony, just weeks ahead of when voters will decide between Kerry and President Bush as the USA's leader for the next four years. Brosnan said, "I want to have a voice. I want to be able to vote for John Kerry."
