To keep all kids at the same speed, means slowing down the quick and the average to stay back with the slow.

It's definitely better than how the incompetent teachers just keep shuffling uneducated students from grade to grade while collecting their checks. In this way, it is ensured that everyone is educated when they leave their grade.
