He can't do it. It is out of his jurisdiction. A State Judge who would issuing the warrants for arrest has the jurisdiction. Besides he may be charged as an accessory and then all his judicial powers are instantly made null and void.

That doesn't matter unless SOMEONE is willing to stand up to him. Right now not even the President of the United States is willing to stand up to him.

If the executive branch won't intervene now to save a disabled woman's life, what makes you think they will after the fact?
