If you passed the background check,took the course and range time test, paid the fee, then they had to give you a permit/license. This part of Ohio is very liberal. I've watched on FR as new states enter the Shall Issue CWP arena, and the silly paranoia about people packing guns everywhere, the horrors! The debate seems foreign to me because WA has been a shall issue CWP state since before I can remember. Once time passes, people don't worry about CWP holders so much, certainly not store owners.
