Tony, I have written lots of police reports as well. Funny thing is, I wrote what actually happened, and didn't expect anyone to read between the lines.
You lose cases if you write in code.
If it isn't written, it didn't happen remember? That's the way police and EMS reports are written here. That's the way I have always taught my police and EMS students to write as well.
I don't know many police officers who don't write exact facts.
In my reading of that police report, combined with the teensy little sentence he got, there wasn't much too it. The judge apparently didn't see it as a big deal. The anger management courses have become standard for any sort of assault, even for those who don't normally have problems with anger.
Netizen is right, it has been grossly exaggerated around here.
