The helopad where jack and tony were headed was discussed by Jack and Driscoll on the phone. Remember, that at that time, Jack said he was going alone. Right after he hung up, Tony volunteered.

How would it square with Audrey being bad that she was willing [apparently] to gas herself and Dad when they were in captivity? I will grant you it could have been a plot, but it sure didn't seem to be so.

Remember that Driscoll said she was going got send a swat team too. Granted she said it couldn't get there in time, but leaks in CTU are not unknown.
