Since he hasn't been criminally prosecuted, even though his name is on the central registry in 3 states, he has never been required to register as a sex offender.
Why they hell hasn't he been prosecuted????

You wouldn't believe what it takes to actually prosecute these scum. And apparently Arkansas isn't the only state like that. Basically, without a confession or DNA evidence, they walk.
