Isn't that the truth? It is all the d**n paperwork and computer workl that keeps me from getting my real job done, and all because the state is so afraid of lawsuits that we are, in effect, hobbled to the degree that it is impossible to do pur job effectively. We're too busy jumping through brureaucratic hoops.
