It's neither free nor cheap but the Punch! series of architectural/landscape software is a good value. Does 'plans' and nice 3D renders. Very play-able.

OK - It's actually not too bad in price at Amazon, if I get up the bug to actually buy something just to play with. I'd like to lay out boarding stable ideas.
