TRUTH: Actual budget = $35 million.
Mr. Chair, I think this comment by Kerry was another of the throw-away lines Kerry used to try and provoke the President into an unwanted discussion. Kerry's strategy was built around trying to make the President seem both weak -- Iraq and Korea, and dangerous -- Iraq and nukes.
The Prez didn't bite, and Kerry doesn't have a Bush comment on a nuclear bomb to whine about. There were many, many opportunities the President left alone. Frustrating to watch, but excellent strategery.
My personal favorite Kerry self-revealing moment was that bit about being the first U.S. Senator in to view the KGB files: you bet he was! He had a file or two to burn.
