I assume that people growing up in Russia, like people growing up in China have more than sufficient knowledge to use strictly trusted relatives and friends hand carrying or memorizing things to pass person to person on rampant travels.

But that's a low-bandwidth communication system. Lunev apparently has a very open communication network with folks all across Russia.

PRETENDING that he's saying things that are more true than not; throw in some for exaggeration and maybe some for disinformation . . .

It seems to me

he could be in the service of the puppet masters; he could be exaggerating for self-importance, psychological reasons, whatever.

To me, it is less plausible that 0.00000000000000% of what he has to say is baseless.
