Well, I live daily at the CFO (my boss) level. I get to interact routinely at the CEO level. This problem doesn't actually (or rightly) go to the COB level, but since the COB is such a buttmunch, these things happen. It just means that things get the attention of the board that don't rightly belong there. It makes the CEO crazy, which makes the CFO (my boss) crazy... which makes me crazy. $#!t does in fact run downhill. :-)
This, I am sure you have known longer than you've had this job. Nope, not making light of the problem, I had just had the notion that the Afghanistan thing was sorta a PITA thing that fell in your lap in the last day or so and didn't know it had made such a hugh impact. But, as you explain it, I can see the interaction.
Sorry. I can post some more of those back scratches. I can listen while you rant. Or you can wait - oh, about 45 hours and I'll scratch your back for real. Can ya wait that long?
Of course, if you'd like I can send an email out of nowhere to anyone in the line of command there and tell 'em how the cow ate the cabbage - without mentioning you of course... so all they know is that they've been appropriately rebuked by a G.R.I.T.S. :-)
