I see a lot of potential for torn knee ligaments in that kick.

LOL! Yeah, that can happen if you do it wrong :) To avoid that it's important not to use the knees to generate the torque; the torque should come from the body's rotation in coordination with the movement of the shoulders/arms and hips/legs. Like I say it's not a very practical kick--to counter it all you have to do is step out of the way or plow into the guy while he's in the middle of his spin--but good for forms competition and demos, and good for learning fine points of balance while moving on a rotational plane.
