Reunion Island...You're a lot closer, and valiant for continuing to guess, but while Reunion is a much nicer place to visit, this island is Ile Amsterdam. One connection; to get to Ile Amsterdam, 99% of the time you'd have to go to Reunion first.

For those still interested, I found a couple more links about this not-well-known place (well, if it was well-known, it wouldn't be much of a challenge):
Les Cartes (maps; you can get a sense of where the tubes are/were, and the isolation of the place)
Photos de l'île Amsterdam (click 'Paysages' for some cliffhangers; one is an ancient lava fall over an escarpment)
Amsterdam Island - Description (click Geology for a geological history, which is pretty simple; click topography for an image map (linked to pictures; search with mouse)
http://home.t-online.de/home/Purtz-Guestrow/indian_ocean2.html (the second-to-last picture is a good aerial view)

That story was too cool; you'd probably agree.

The country's flag is blowing. Whose country flies the red, white and blue stripes?

The country's flag is blowing. Whose country flies the red, white and blue stripes?A country that has been somewhat out of favor in our foreign policy recently -- France. It's a French research base.
