Reunion Island...

You're a lot closer, and valiant for continuing to guess, but while Reunion is a much nicer place to visit, this island is Ile Amsterdam. One connection; to get to Ile Amsterdam, 99% of the time you'd have to go to Reunion first.

For those still interested, I found a couple more links about this not-well-known place (well, if it was well-known, it wouldn't be much of a challenge):

Les Cartes (maps; you can get a sense of where the tubes are/were, and the isolation of the place)

Photos de l'île Amsterdam (click 'Paysages' for some cliffhangers; one is an ancient lava fall over an escarpment)

Amsterdam Island - Description (click Geology for a geological history, which is pretty simple; click topography for an image map (linked to pictures; search with mouse)

A country that has been somewhat out of favor in our foreign policy recently -- France. It's a French research base.
