This is why I am concerned about shipborne attack - the planning could be done in a foreign country and ships could come to this country and carry out a terrorist attack without further communications that could give them away, other than routine ship communications.That is why we need to board and seize all ships engaging in routine communications!!!!

I've got a better method. Al Qaeda likes to engage in coordinated attacks. We should have a requirement that ships register in advance when they will be arriving, and they will be required to hold off docking if they deviate from that schedule. Then, we build a national cross-reference of all ship arrivals and look for linkages among ships that will be in port at the same time.
