Yes we have to threaten them. The mooselimbs have all their eggs in a pretty small amount of baskets. We could wipe out their culture with a few small hits.

They gotta know this, and actually fear it will happen. Right now we don't even threaten, and if we did they'd think we were bluffing anyway.
