I spent time in Cambodia, the journalists and English-language pubs there had ongoing scrapes with the gov, but the gov (apparently) realized that taking the localized critiques - who reads "Cambodia Daily" or ""Phnom Penh Post" - was preferable to losing aid $$$$ by retaliating against them.

Absolutely - in terms of Egyptian media you'd be surprised what can be published if you know the right person, or can pay off the right person. You basically glide beneath the radar, so to speak . But there are certain things you can't publish because if you alienate the wrong group of people, you all of a sudden start pinging on the radar screen, and you get shut down.
