Teach them to do like they did/do in Mexico. Put a basket along side the throne to put the used paper in....I've seen this in towns as big as Mazatlan.....No problemo....

TP in the basket is done in Chile, Argentina, and Peru as well and I suspect all over Latin America. But not in MY house.
