He’s right in principle, but here’s where it differs in a couple of hypothetical conversations. In both cases we have a terrorist who wants to take out a bunch of people, but needs help, so he’s trying to recruit people who may be like-minded. Also, in BOTH cases, most people responding will not want to help.

TERRORIST: “Hi Ickbar, might you be interested in helping me mow down the Infidel at Central Cafe, in New York City.”
ICKBAR: “No Sorry, I have exams next month and my father wants me to go to college.”
(end of story, and the Terrorist goes to the next person)

TERRORIST: “Hi Michael, might you be interested in helping me mow down the non-believers at Central Cafe, in New York City.”
MICHAEL: “No Sorry, I have exams next month and my father wants me to go to college.”

MICHAEL: “Hello, FBI, a guy in my church wants me to help him kill a bunch of people, his name is...”
Note the subtle difference above - it’s cultural, the cause (Islam) is even more important to Icbar than human life, so he chooses to protect the cause. That’s why organized terrorism doesn’t happen with our side.
No lesson was learned.
