It could only identify areas of waste. It had no authority to shut things down. In some things the director of the executive agency cut shut something down or done by RIFFs (challenged by the courts) in others it required a new budget.

Was it back in September that the Big Balls guy from DOGE was jumped by "teens"? It was fairly recent, so I don't think DOGE is gone, but Elon doesn't appear to be overseeing them at this time.
