He MAY possibly have authority to do this in WashedUpDC. And perhaps for federal crimes in federal courts. Maybe. But it seems very doubtful that a POTUS has authority to do this for state crimes tried in state courts (which are the vast majority of cases).

Well, the basic rule is the only people to whom the President can give orders are to personnel in the Executive Branch of the federal government. Hench the name "Executive Orders.

Given that the people who set bail for the federal government are Article III judges, he has no authority over them. And as you surmise, none over state judges either.
