D.C. Council adopts ranked choice voting, affirming November ballots

Washington, D.C. council members voted to approve funding for ranked choice voting July 14 in the first of two votes on the District’s budget.

The measure, known as Initiative 83, would allow unaffiliated voters to participate in the party primary of their choosing and gives voters the option to rank candidates on the ballot from their most desired contender to the least.

The winning candidate must receive more than 50 percent of votes to advance as the elected official. If no candidate wins that majority, then an “instant runoff” occurs: The candidate who received the fewest first-choice rankings is eliminated, and voters who ranked the now-eliminated candidate first have their ballots added to the totals of their next-choice candidate, according to the Campaign Legal Center.

D.C. Council members affirmed support for Initiative 83 in an 8-4 vote during the council’s budget hearing after a majority of Washingtonians voted in favor of ranked choice voting in the November election.

DC was given limited home rule in the early 1970s by Congress. It’s time for Congress to rescind that limited home rule and take back control of the federal city.

Is this an affirmation that it worked well in NYC?
Ranked Choice voting has several aspects different from current approach:

1) It encourages balkanization of the electorate into small highly organized single issue factions. Coalitions of voters are not built. Rather the Coalitions only exist in the small tight group of leaders at the top.

2) Ranked Choice is easily manipulated by the vote counters. The role of the vote counter is now to interpret what the voter really intended.

Currently the vote counter sees a vote cast for a Libertarian, Green Candidate or Constitution Candidate. The vote counter says: That voter obviously made a mistake and intended to vote for a major party candidate.

One of the most ignored forms of voter fraud in 2020 was that massive numbers of voters chose 3d party because they did not like either of the 2 major party candidates. But the vote counter moved those 3d party voters to the major party candidate that the vote counter thought the voter really intended.
