The only people that have been arrested are the lowest tiers of the corruptocracy
Most of them don’t even know that they were being used by the upper echelons, who remain, to this very day, utterly unscathed, untouched, unbothered, and probably very amused.
The system works quite well for elites. Not so much for those further down the ladder.
