No Pope considers himself infallible on most matters.
Papal infallibility is purely on doctrinal matters when spoken from the authority of Peter. In practice this is used as a tie breaker and final earthly decision making after council has deliberated under the guidance of the Holy Spirit
It is is worth noting that Pope Francis, for all his shortcomings as a teacher, a spiritual father, and the earthly leader of the the Church, never presumed to change the teaching of the Church by the exercise of making an infallible statement. All of his errors were his own and though they caused scandal and damage in his time, his errors will likely die with him. This is greatly encouraging proof of Jesus' promise of the indefectibility of the Church's teaching by the power of the Holy Spirit. The core teachings of the Church have not been changed and it will go on.
My impression so far of Pope Leo is that at the least he is a normal person and a capable and stable leader, not inclined to "shake things up" like Pope Francis seemed determined to do. He appears to me to be someone who will at least attempt to restore some stability to the Church, and maybe go a long way to attempt to heal the wounds inflicted on the Body of Christ these past 12 years.
