The FBI tracks active shooting cases-where individuals attempt to kill people in public places, excluding those tied to robberies or gang violence. This study is the first to systematically compare how uniformed police and civilians with concealed handgun permits perform in stopping these attacks. Civilians with permits stopped the attacks more frequently and faced a lower risk of being killed or injured than police. Officers who intervened during the attacks were far more likely to be killed or injured than those who apprehended the attackers later.

The number of CCwers in the US is 20-23 million. The number of uniformed (non-federal) PoPo is about 1.2 million. So claiming that CCWers who outnumber beat cops by 17-to-1 but only stop ~15% more shootings are “doing a better job” is a pretty twisted definition of the term.
The study itself has not been posted previously. You have had others write about it in varying degrees of usefulness, but here is a direct link to the actual study so people can judge it for themselves.

Obviously, A Stitch in Time Saves Nine. Kind of a crazy thing to ask. If a civilian stops a shooter before LE arrives, then yes in every case.
