First come up with an online city guide before everyone is online (Zip2). Then come up with a payment system alternative to credit cards (PayPal). Then after that come up with popular electric cars, space launches and a satellite communication system (SpaceX and Skylink), underground digging (Boring Company) and probably quite a few other things. With the money he got from Zip2 he could have retired in his 20s and lived decently for the rest of his life. Instead he keeps going and producing more.
Too bad people in Congress don't retire after they've grifted their first million. Instead they keep on stealing more and more.

His first 2 companies here, Zip2 and Paypal had nothing to do with government contracts.
