Who cares who found it. The question is which FBI agent planted it. Yeah, I was thinking about the 1993 WTC bombing, too.

Alternative theory. The Police officer who planted it is also the same police officer who found it. Let’s call it getting cold feet and not letting a good crisis go to waste.
