The Dem cheating machine is too big to fail. They only have to cheat in major cities where they already have a great ground game with no shortage of willing cheaters. It would require a lot of people to try to mitigate the cheaters, and give that Dems control the power structure of most major cities, the road blocks to fairness are huge.
