The Bureau of Land Management was supposed to manage public lands that were subject to claim under the Homestead act of 1862. In the early 70’s, Congress did away with the Homestead Act.

Low Income Housing Tax Credit (LIHTC) rentals are the largest Federal housing program.
LIHTC, established by federal legislation, has no citizenship or Green Card requirement.
However, the state agencies that administer LIHTC are free to establish USA residency requirements.
Biden has ZERO authority to mandate USA residency for LIHTC by Executive Order.
Congress wrote LIHTC. Only Congress can make a major change in LIHTC.

Asca contractor, I am working on several low income housing projects being built by local housing authorities or NGOs. 90% + of the new residents will be Hispanic with some being illegal.
For what its worth, because of the government funding for both entities, either direct reimbursement or through tax breaks, they are requiring that each unit have EV charging systems intalled.
