Like I said, transfers between states can be done through an FFL in each state. I’ve done it a number of times. I’ve not tried an OTC purchase of a rifle in another state though.
And let me add to that... Quality high end ammunition.

So you know that purchasing a rifle or shotgun from an FFL, "out of State", over the counter, is a lawful act. Yes, you can go across the border to Arizona and buy a rifle. You can drive to Virginia and buy a rifle. No need to involve any FFL other than the one you're buying from.

I guess you are right. Never thought about all the out of staters at the gun shows having to do that. I’ve bought on line and did that very thing. But assumed that by filing out the form and doing the check you could buy anywhere. Thanks for the heads up.

I believe the bag of ceramic tiles is to act as a bullet barrier. Think poor man’s bullet proof vest, but with the ability to put the bag up in a way to hide behind it as well.

He could buy a stolen gun pre-washed or have the seller grind off the numbers, or do it himself (though he looks too wild-eyed to have the patience). Rquires some, but not incredible, knowledge and tools (Dremel tool or similat clone). Grinding/filing is not foolproof. The FBI lab might be able to recover metallurgical distortions deeper in the grain of forged steel. If they wanted to.
He may have had it in his possession for years. I have firearms that are decades old.
