The Times' only recourse is to object that "six square blocks" of Capitol Hill doesn't constitute a "major portion". It does if you happened to live there. Or nearby, because travel in the surrounding area was also affected. It appears that CHOP was about 8 city blocks, PLUS a large park that is about 3 city blocks large.

But of course this was just their safe zone. Their anarchist activities extended throughout the city during the day and night with their protests and vandalism and attacks.
