Courts tend to go socialistic on issues like this. They require the Plaintiff to show that the Plaintiff is similarly situated to the person/group that you say is the beneficiary of the unequal treatment. Tough hill to climb. I've litigated equal protection claims before.

The homes bought with this “free money” will rapidly deteriorate into slums, as those buying the homes have no idea what it takes to maintain them, and likely don’t have the resources to do so. And mostly, something that is acquired so easily with someone else’s money, will not be valued by the new owner.
