I'm going with this theory:

Crooks gets into position on the roof. He's ready and waiting.
FBI sniper inside the building gets Trump in his sights and shoots. He's got the skill, but Trump moves and the shot mostly misses.
Hearing the shooting start, Crooks is ready to carry out his part in the plan, he fires 5 shots into the crowd. He's probably been told that he is causing a distraction and will be allowed to escape.
The third shooter, FBI marksman, already has Crooks in his sights. He waits for Crooks to shoot a few times and then takes him out.
The "lone gunman" story is allowed to go forward.
Secret Service claims to have no record of communications at the time, so the government snipers could have been conferring and coordinating. Crooks may have even made a pre-arranged hand signal indicating he was ready.

It’s not rocket science.

The real shooter positions himself above and behind the patsy (water tower?). With the patsy in his line of sight to the target, and radio communication with whoever is running the operation, coordinating the timing of the shot would be a no-brainer.

It wouldn’t be so hard to either agree on a time beforehand, or for the second shooter to start shooting upon hearing the first shooter’s shots.
