when any president/Vp or any other gov. official is in a town any hospital near the veneu is placed on stand-by period full stop. i have experenced this back in the 1970’s ford was in san diego giving some type of speech near the hospital i worked at, hospital was placed on stand-by and all emergency plans were reviewed..
