As far as conspiracies go, what I can’t understand is why secret service or law enforcement weren’t covering that rooftop the whole time. It seems like more than just a lapse or error.
But to play devil’s advocate on a few things, I think I can understand why they didn’t shot him. I have a feeling they just weren’t sure. No one wanted to take a shot during a political rally and be blamed for killing a civilian. Can you imagine being perched with a sniper rifle and having to make the call to shoot across a crowd to kill someone who hasn’t started shooting yet? Or worse, killing a member of law enforcement who was collaborating on security?
I’d be willing to bet that if they release the audio from the secret service or if it comes out in an investigation that you would hear a lot of chatter like “Is he ours? Is that our asset? I NEED CONFIRMATION that he has a gun and is not law enforcement”
I think a lot of people just aren’t thinking through what it would have been like to be there.
That sniper may have never taken a life before, and he had a split-second choice to make. It will be very interesting if the audio is ever released, which I highly doubt.
The Local LE SNIPER who ended up shooting the assassin STATED that he was told to WAIT FOR PERMISSION before firing. That he could not fire until any suspect fired first.
The failures of the s.s. are so basic, that it defies explanation.

The crowd not only saw but pointed out the shooter moving into position.
All s.s. snipers were on the same rooftop.
That rooftop was in what should have been a secure area.
Little agents blocked the way for the larger agents to get to him.
The smaller agents could not even holster their sidearms.
The entire leadership, and this entire team, need to go away.

When they saw the shooter before any shots were fired the Secret Service protocols would be to communicate to agents at the stage and have them hustle President Trump off the stage.
That failure was not a mistake. It was intentional by those who controlled communications.
Possible. I also saw elsewhere that the snipers were supposedly scanning further out from the rally site, probably because the closers rooftops should have been cleared/locked/secured.
I’ve thought it out and ruled that out within moments. You can easily look with your eyes that distance to see enough to know what he was up to. Add their scopes and there would be no question. There should have been security on that roof and those around the venue whether they were outside that silly little chain link fence. The SS are now trying to lay blame on the local LE saying outside the fence was their job. Excuse me, it was SS job to make sure the entire area was secure and that includes making certain the locals were doing their job. The buck, or rather bullet, stops at the SS. They failed and let the bullet in.
Of course, Trump would have argued but I’ve thought for months he should be behind bulletproof glass as often as possible.
It is also conceivable what with so many failures it was intentional. Put them on the rack if need be to get to the truth. Nothing like this should be the worry of any POTUS or their family, much less harming innocent people who happen to be in attendance. There were little girls just a couple seats below Cory.

Generally speaking, I'm not much of a conspiracy guy, but I've certainly been wondering the same thing. Also, although not clear, it looks like the counter snipers they did have were facing the roof where the shooter was, so how could they not see him? And how come they fired and killed him more or less instantly after he shot Trump? Were they waiting the gunman to shoot first?
