Implement a 2 door system
when a person or group is suspected of stealing lock the outside door, when they get inside the 2 door perimeter lock the second door, trapping them inside
If someone is trapped inside with them, and/or they threaten them then they stay locked in until the police arrive, yes I understand this is an issue
Nothing surprising about this policy. Perfectly in tune
with democrat policy. Reward criminals. Punish victims.

Keep in mind that while Sacramento is a fairly large city, what other towns and cities are doing the same, and where did the idea to spike crime statistics originate from? Maybe Sacramento, but maybe at the state or even higher level. We’ll likely never know.
