The latter. Especially the part about Russia being the source for Wikileaks. The true source for the Wikileaks was DNC staffer Seth Rich and we know what happened to him.

This video was not from Congressional debate. Schiff said this on his own time. He should not be immune to a libel lawsuit.

Or do Congress-critters have license to slander all the time and not just when they’re in Congressional debate?
