If the state legislators would not do their jobs and at the very minimum, send alternate slate of electors, what do you expect Pence to do?
I dont agree with Pence on a lot of things but I can’t blame him if the state legislators did have the backbone.

Members of Congress, it is my duty to tell you that I have reason to believe there has been a lot of election fraud, for example....
The very least I expect him to do is to *REFUSE* to participate in a clearly corrupt process.
He could have walked out. He didn't he *HELPED* the Democrats steal the election. He gave legitimacy to that nasty corrupt installation of a dictator.
