The Ukrainian Constitution mentions martial law ten times. Their history with Russia is the reason. Search for "martial law" and start reading, consider what Articles 64 and 83 mean during a declared state or war or martial law. I'm not the only one saying this.

Foreign Policy, July 11, 2023: "Wartime Elections in Ukraine Are Impossible Voting in the middle of the Russian invasion is legally and practically unworkable."

As pointed out in post #11, Churchill was apointed Prime Minster in 1940 and had his first election in 1951. War does that to the nice way of running Democratic countries.

The Confederate States managed to hold elections in 1863, and by any measure, they were in a much worse situation than Ukraine.
