Ain't no way in hell I would vacation in the Dominican Republic. All that separates it from the Haitian animals is a flimsy fence. When the sub-humans want to swarm in and take loads of wealthy tourists hostage (while they go ahead and murder/rape), the minimal security forces in place won't be enough to stop them.
Christian people -- DO NOT SEND YOUR FAMILY TO A SAVAGE, LAWLESS COUNTRY TO BE MISSIONARIES. If a single male priest has a calling, then he takes on the risk by himself. Don't send women and children over there to be raped and murdered.
Haiti was, is and will always be a hell hole. Leave Haiti to its own devices and do not let them come here. Problem solved.
