From my experience, how this works is even worse than you would think. In general, there are no competent minority contractors who could take on a project like this. So the minority contractors get the no bid jobs, then bid the work out to the competent contractors who were locked out of the bidding in the first place. The minority contractor takes their cut and adds their overhead. The taxpayer gets soaked.
